Westmoreland County, established by the Provincial Assembly with an act signed on February 26, 1773, was the eleventh – and last – county created by the proprietary government. Named for a remote county in England, it has played many significant roles in the origin and development of both the Commonwealth and the United States.

The county is home to both the first English fort, Fort Ligonier, as well as the first county seat, Hannah’s Town, west of the Alleghany Mountains signaling settlers foothold on the Pennsylvania frontier and the push to move west.

In Hannah’s Town a flag was created and displayed the intentions of the Hanna’s Town Resolves and the militia. The flag depicted a rattlesnake ready to strike the British Crown, and also read, “Don’t Tread on Me.” Tradition holds that the flag was made in 1775 from a pre-existing British standard.
